ST18a updated this afternoon to the second release of ICS (was using first release previous to this).
USB Tethering and Wi-Fi Hotspot are no longer working. I can connect and get an IP address but no internet access.
This is real bad since this is a primary use for my phone.
UPDATE: Confirmed same behavior with a second laptop ... I can connect to the Wi-Fi hotspot on my phone but no internet access.
UPDATE: iPad via Wi-Fi Hotspot, same thing, gets IP address but no internet access.

I finaly take the risk and fix the problem by applying global generic rom of 4.1.B.0.431 using flashtool. After applying this rom the wifi tethering is working again. Other benefit of using this version is much less vendor applications, leaving more than a hundred megabytes free.
Then my arc reports that there is a software update. I follow the instruction and now I am running 4.1.B.0.587 smoothly with wifi tethering and much free space.
Have encountered the same issue.
Cannot tether via WiFi or USB.
On any laptop / desktop that i've tried.
It finds the local connection, but states "no internet connection".
Entirely unacceptable that such an update would completely break one of the most basic functions of my phone, on top of the fact that the update itself has made my phone noticeably slower.

I sold my XPeria on ebay and just buy a Galaxy S3...
Samsung, at least, have engineer with a brain and wifi tether work

Can you confirm your phone model and carrier?
Did you apply the Sony released ISC 4.1.B.0.587 First and have broken tethering and hotspot?
I might give it a try after my Xperia Ray runs out of warranty.

I still can't even update to the 587 version, not that I think it will do any good. But every time I check my phone and the "PC Companion", it tells me I have the latest version when I can clearly see it's still the 431 version. Still hoping for a miracle...

as a walkthrough..i enable my wifi hotspot with 2g(nw mode GSM only) and once hotspot is on i switch to WCDMA mode...hope it helps to sail thru until jelly bean comes to rescue hopefully.

I tried many things to solve this problem. And... nothing worked. But, comparing the build.prop archive of my Xperia Mini Pro to the one of a LG Optimus Black (with the tethering function OK), I decided to root my device and try some changes.
Now I have the tethering function working properly - USB, Bluetooth and Wi-Fi - after a "simple" solution. Please, PAY ATENTION: it worked for me, but I don't know if it will work for other users. (Xperia Mini Pro SK17a with rooted ICS 4.0.4).
Edit the /system/build.prop and add these lines (I used Google DNS, but you can use other):
net.dns1=8.8.8.8
net.dns2=8.8.4.4
net.ppp0.dns1=8.8.8.8
net.ppp0.dns2=8.8.4.4
* Needs root.

Yes, I had updated mine from 4.1.B.0.431 using Sony Updater and the tethering broken (both, wifi and USB.) Then I update again to ICS 4.1.B.0.587 in a hope that it will fix the problem but then I found that it is not.
To fix it I try to find a generic rom. I found one 4.1.B.0.431 rom on the internet. I apply it using flashtool (clean up everything.) After applied, I found out that the generic rom works excelent. Both tethering works fine and it contains no crapwares. So as a bonus I have plenty of freespace now on my arc's internal memory.
After that my arc also detect new software update to *.587. I download it and apply it again using Sony Updater and it is working smoothly ever since.
Tethering still does not work on the .587 last update. So rooting seem to work, or wait for JB if it ever comes?

Thanks for the clarification. My Ray is almost out of warranty so I will probably give your solution a try.
One question: Do you stream music via bluetooth to a car stereo? If so, does the play/pause button on your car stereo work now that you are on ICS?
I found that after ICS 2nd and 3rd releases, that the play/pause stopped working. Flash back to Gingerbread and that function returns.
