xperia z1 can't receive photo or send help plz

When someone sends me a message it says " message not downloaded " and says can't send.when.I try...

Double check your APN settings 

Settings > more > mobile networks > access point names 

or 

settings > xperia > internet settings

Keep in mind that you can only send and receive MMS if you have a data plan, this wont work with WiFi

When I go to Apn it just is blank and.doesn't.show anything, tried restarting it.. I have data and wifi.

Turn off your wifi and try this

Settings > Xperia > Internet Settings > dowload settings > select your carrier/network > wait

I did that.and it told me it was going to connect to to data etc . I accept and nothing happened I waited.. And when I was offline it didn't connect to the Internet whitch is weird because I have telus and Internet on my plan etc

manually enter the APN settings 

Settings > more > mobile networks > access point names > menu > add New > enter the info > menu > save 

google APN android settings "name of your network/carrier"
