Pressing Settings -> Data Usage does nothing, screen goes black and permanently lags out, how to fix this ?

I'm sorry to hear about that.

When you first started to experience this behaviour, do you remember if you installed a new application on your phone or installed a new system update just prior to you getting the black screen when tapping on Data usage in Settings?

I'd recommend that you start with rebooting your phone in safe mode. This way we can make sure that a third party application isn't the cause of the black screen, since these applications won't be loaded while the phone is rebooted in safe mode.

You can also try removing the SIM card in your phone and see if you can access this setting without the screen going black and the phone hangs up.

removing the SIM card is actually helped, i can access the Data Usage menu once again, so what it means?

It may be that the cause of this is your SIM card. To rule this out, do you have another SIM card that you can try in your phone or if a colleague, family member or a friend have one in the same size as yours you could try mounting their SIM card in your phone and see if you can access the Data usage setting once again!
