In this case I can only advise that you perform a backup of content and then trying a software repair to help resolve this issue.
1. Before you start you have to download the PC Companion software from PC Companion
and install it on your PC.
2. Once installed on your PC, double-click the PC Companion icon on your desktop to start the update.
Note! For some models you will be prompted to do a backup prior to the update and then restore.
3. Install and open PC Companion then select Support Zone.
4. Phone Software Update.
5. Start.
6. Repair Phone
7. Continue
8. Accept data removal
9. Next
10. Wait for prepare
11. Select Phone
12. Follow the connection steps

Try clearing the apps data.
Menu > Settings > Apps > All > Photo Editor > Clear Data.

In the original statement you say when you have location turned off it works, are you referring to the Location option within the Settings menu?
Are you able to run this in Safemode and let me know if the same issues occurs.
I see, this would generally indicate that third party software may be causing this issue.
I suggest removing any new apps you may have downloaded recently or ones close to when the issue started to occur.
Also try booting back in to normal mode and see if the issue continues, as in some cases simply booting in to Safemode can resolve software glitches.
