Bootloader locked?

I've resurrected my sister's old z3+ and want to use it as a secondary phone. I want to root it, but Emma(the program) says it's locked. I've looked at the system info and in different forums. Most people say their info looks something like:

[x] Network 0

[x] Network_subset 0

[x] Service provider 0

[x] Corporate 0

[x] SIM 0

or 

[0] Network 0

[x] Network_subset 0

[x] Service provider 0

[x] Corporate 0

[x] SIM 0

But mine looks like:

[] Network 0

[] Network_subset 0

[] Service provider 0

[] Corporate 0

[] SIM 0

Does this also mean that it's locked since i can't find anything about it.

Bootloader unlock allowed is also yes.

You should be able to unlock the bootloader

Anytime, just FYI unlocking the bootloader =/= root access
