So I switched to t-mobile and everything is set up APN is correct and this problem seemed to be happening even on AT&T. am researching call but the phone is not ringing this seems to be since the last two updates. the only way to fix it is to restart the phone, anyone has the sane problem or should I do a factory reset.

In addition to safe mode as @uliwooly mentioned, have you tried clearing the data for the app that handles notifications? This will reset all settings for the app which might do the trick. Keep in mind that if you have a specific ringtone set you will need to set it once again afterwards.
To do this, find and tap Settings > Apps & notifications > Show all XX apps > Tap the menu icon (three vertical dots) in the top right corner > Show system > Audio settings > Storage > Clear data > Tap "OK" > Restart the phone.
