Wi fi problems

The wi fi don't work correctly, acces internet sometimes, but i never can dowload nothing... The phone acces facebook, whatsapp, but no other app or site. An example is: I can't acces google play site.
The most strange of all, a little time ago, it was working fine...

The operation system is Android 4.3.

Does this happen on any wifi/router or with just one? perhaps other sites and/or services are restricted

At all wi fi connections...
At home, my notebook work correctaly, but the cell phone, dosn't work.

Do you have an antivirus? taskiller? task manager? or any app alike?

Yep.
Norton 360...  I did scanning twice...

Disable any antivirus apps > restart your phone > check again

Reboot on safemode > and check again

By any chance did you changed the Password of your mail account which is registered with Google Play
