ST18a updated this afternoon to the second release of ICS (was using first release previous to this).
USB Tethering and Wi-Fi Hotspot are no longer working. I can connect and get an IP address but no internet access.
This is real bad since this is a primary use for my phone.
UPDATE: Confirmed same behavior with a second laptop ... I can connect to the Wi-Fi hotspot on my phone but no internet access.
UPDATE: iPad via Wi-Fi Hotspot, same thing, gets IP address but no internet access.

Your query about intentional removal is something that has occurred to me as well. This function was a major decision point in my device purchase. I also wonder why, as Bob H has said, no one at Sony is acknowledging. Could it be that network providers have forced Sony's hand in this matter and they chose not to? I was becoming a big fan of the Xperia line but if I find this to be true, I will never purchase another Sony mobile device. Is 3G network hotspot/tethering to go the way of HD broadcast on lower tier cable where someone is trying to reach further into your wallet? I will be pretty disgusted the entire timeframe that it takes if I have to root and flash to GB to get this function back on my SK17A.

I discovered with my Parrot Asteroid. Finally, ICS has BT tether, so I activated it at Asteroid's settings. They both connected fine. Asteroid stated was connected to BT tether, as phone, but had no internet connection. Arriving home, my phone connected automatically to my WiFi network and, internet connection began to work (just in case you don't know Parrot Asteriod, check it out at http://www.parrot.com/uk/products/hands-free-car-kits/parrot-asteroid)
So I began testing almost all devices I had at home with different connections (laptop & iPod, PC with Windows and Linux) and discovered it.
ALSO yesterday I discovered some related problem

and it does not work either! When you activate it, and search over WiFi networks, it doesn't appear. Because of this, I though Sony, along phone companies, are removing this features intentionally.
I'd like to report it to Sony so they can try to fix it then. I found their tech support contact page for Spain is

But I'm not sure if this way is right to report this bug.
I hope this would be fixed soon.
I have the same problem with my Xperia ARC S - LT18a - 4.1.b.0.431
After i upgrade tethering not work anymore.
I can see that you are now several users having this problem so I have forwarded it for investigation. I will post again as soon as I get any information.

Our developers would like to know if you have been in touch with your network operator to check that the tethering service is still active.
Also we need to know what network operator you're using.
I got Xperia Arc normal, 4.1.b.0.431 bought from the UK and Tethering used to work right before the update to ICS. Now it's not.
I'm from Spain on Vodafone network. I, as other users, could use my phone as hotspot with GB and with my previous phone (a HTC Desire Z). Other friends of mine have same data plan and can tether over WiFi and USB.

I downgrade my ARC S to ICS 4.1.A.0.562 and the thetering now WORKS!!
I got an Xperia Mini Pro (sk17a) and i upgraded it to ICS with the sony Companion, as most of u thethethering worked perfectly the night before the update, then i upgraded my system and it didnt worked no more and it happens the same way to all i think it connects but it doent let get on the internet. Im from Colombia BTW.
I appreciate a fix on this since i use internet at home through thethering on my cellphone
