and how does my friend's neo v work faster and run games without hanging and mine hangs

he has plenty of apps like me but why is the diffrence??

Probably because a bad update. When I got ICS here in Spain, all worked fine, but I know that a lot of people had problems with updates. For a clear update from Sony you may use SEUS
