First why sony released ics 4.0. with so many lag?

ics os not suitable for neo l

i not able to take smooth video

i not able to play many more hd games

very slow process

my family members have xperia neo v & xperia ray that mobiles working well via 2.3 gb os

so i want downgrade to 2.3 gb, is it possible
