There are multiple threads and posts with the same questions and this will NOT going to stop until Sony release a full official statement on this,
Yes, it might be Complex, yes it might be hard to answer but if Sony Developer were able to post a thread on how we get an update starting from the source code to the final product (just before approvals) I think this can be done, it'll be like a second part to From Source Code to upgrade release.
Also if you have another question feel free to post it and I'll add it to this top of this thread, try to make general questions not specific (i.e. when is my SI number will be approved/posted/etc, instead something like, who can we contact to find out if our carrier it's going to release or not the update?)

Who is in charge of approving the SIM Free updates per country?
Was there an answer to this question anywhere?
I have SIM Free mini pro and still didn't get ICS.
Sony certified 4.1.b.1.13 firmware 3 month ago. But nobody know anything about it. I installed ICS 11 month ago but still alot of problem. How much we need to wait? I wish i handt buy this phone.
Another couple of years...
Very disappointed with the rate of OS releases.:smileyangry: We receive 2 years old Android versions that are absolutely obsolete, while others already got JB's latest version. I am not sure, if I will buy the next Sony smartphone, even if it has a superb hardware, because of the poor software support.
If you go over to XDA, you can find the official, absolutely stock version of the 4.1.B.1.13 software. You can very easily flash it without having to unlock your bootloader or do anything that requires much expertise. If any warranty problems arise, you can simply revert to your original firmware by using PC Companion.
No,it was the last update:
