restricted background data doesn't work?

I tried to restrict background data by going to settings->Data usage, selected my app and ticked 'restrict background data'. Unfortunately there are apps that don't respect that somehow and still use mobile data.

How can I effectively prevent them from using up my mobile data?

Which apps are causing this problem?

I'm not sure if there are even distict apps that are causing the problem. I have the feeling it's all of them. But for sure I know it's Hill Climb Race. And yesterday I only tried to configure Google Maps and this already caused some data traffic.

Shouldn't it be so as if there were no connection at all for the restricted apps?
