Internet is not working

Here my Problem: 

1. My Netbook communicate with my mobile (SE arc S) about Bluetooth.
2. There is no LAN or WLAN, an Internet-communication is only possible by mobile Communication
3. For these mobile comm. I use the  SE arc S
4. The way of the Internetcomm. I want to use: Netbook SE arc S Internet
5. The communication Netbook   SE arc S is all right
6. The next step as a communication  SE arc S Internet  is not working

For this case I am looking for a solution
