Error 400 when adding Google account

I factory reset my device i get to google account and it won't let me enter my google account and constantly says error 400.  What is this problem, and how do I progress further.

Go to accounts.google.com and check your 2step verification settings.
If on, turn them off whilst you add the account once done, turn back on.
