Please clarify the RAM available in C4 Dual. The specs show 2 GB (2048 MBs) whereas the phone only shows approx 1650 MB of RAM of which usually only 500 MB is free. It's difficult to understand the RAM available with the phone.

No. The phone shows approx 1.5 GB (~1650 MB) of RAM while the specification says 2 GB (2048 MB) of RAM.
As clearly visible, the OS takes up 800-900 mb of RAM, 240 mb by apps in this case and only 500 mb free. Thus, totalling up to 900+240+500=1640mb of RAM not 2 GB as Sony claims it to be.
You have about 1,86 available as they sell memory in decimal values not binary. From there, system uses as you see there but probably the device uses some more that is not available.
Just convert those 2 GB into bytes which is 2 * 10^9. Afterwards,divide it with 1024^3 (to find out how much GiBi aka gibibytes) you have available. A system will see binary not decimal.
