4.3 Update?

I still haven't received 4.3 update for my Xperia SP. The roll out was started from the month of Feb, and now it is April.

What could be the reason? I live in Mumbai (India)

Still haven't received the first build update yet for 4.3 and just read that Sony has started rolling its fix. Anyone else here who has still not received an update? Especially from India?
