1. Set up Android Pay and confirm it is working.
2. Set up a second Android user account on the same device.
3. Switch to the secondary user account. *** Do NOT set up Android Pay ***
4. Switch back to primary user account
5. Try to pay for something using Android Pay in the primary account -> It doesn't work.

I seemed to be affected by this - secondary account did not set up any cards. Switch to Primary account - all my google pay failed on those supermarket machines.
