Wifi doesn't stop

My wifi connection stays open even if I disable it. It's annoying because it consumes my battery and I can't do nothing. 

My software version: 23.1.A.0.726 / R7C Customized HK

See in advanced settings if keep wifi on during sleep is enabled and scanning always available.

I have unchecked scanning always available and keep wifi on during sleep. still wifi doesnt turn off. it ddnt happen wid kit kat bt since upgrading to lollipop m facing this issue. whats the matter? can anyone help??
