I'm not quite sure that I understand your question, can you not enabled Bluetooth and Wi-Fi from either the Settings menu or the quick settings in your phone?
If that is the case, try rebooting your phone in safe mode, that way we can see if this is caused by a third party application or not.
Should you experience the same behaviour in safe mode, the next thing to try is performing a software repair using Xperia Companion.
