Video recording problem error message

"Error. Recording in progress in another app. Cannot record"

Everything I pull up camera it says the previous statement. I have restarted phone several times but error message won't go away. I can record. Just annoying.

Settings-apps-all-camera,force stop and clear data.Restart.

No dice. It still gives same message. I think it might have something to do with you tube live. I created a live broadcast and it keeps saying this since

No good. Error message is now in blue as opposed to red.

Boot back in normal mode and force stop youtube application.
