Unable to make folder

After update to lolipop 5.1.1 I am unable to create folder in Xperia Z3

Can you boot into safe mode and check id "Custom order" is enabled there?

In safe mode option CUSTOM ORDER is clickable.
After coming back to normal mode it remains same. But after changing option again it is unclickable.

If it works on safe mode, and not on normal mode, then there's an app that prevents you from doing so. Of course we can't know which app does this unless you uninstall them one by one and test if the option in clickable after each app you uninstall. Sounds like a difficult job, but the other way is to wipe/reset your phone and start from the scratch.

After reset my mobile to factory reset still there is same problem.
