Have you tried removing the SIM and/or SD card(s) from your device and tried booting it up again? A faulty card can cause this kind of behaviour.

If you still aren't able to fully boot up your device, try performing a software repair using Xperia Companion. Do note that this will delete all data stored on the internal storage of the device and since the device can't be unlocked, you'll not be able to create a backup.
