confused about Sar level of z1c

The maximum SAR for my device states as below:
Head SAR: 1.18 W/kg
Body SAR: 1.27 W/kg

Does it means that my phone has total of 2.45 W/kg, but the safest SAR should be 1.6 w/kg.
Can any one give me a clarification please?

No it means that the SAR level eminating from different parts of your device is as listed - It does not mean that you add them together
