Seems very strange issue - I have mobile data on and it is working good in chrome, but not in skype/viber. Tried to reboot and reinstall the viber - and it doesen't helped.
Seems there must be some kind of permission maybe? Very weird situation.

Reset to defaults all internet settings(actually it deleted all) & getting them back automaticly haven't helped =(
I think this is something to forward to viber developers.
same on Skype, Hearthstone etc... Should I inform them too? 
And it is working OK with Wi-Fi, only mobile data is glitchy

It's 2g so it's not very fast, but it is enough to even play hearthstone while moving so I guess there is no problem there.

Perhaps this can be related to Proxy/Port for your APN settings. Could you go to Settings > More... > Mobile networks > Access Point Names > Tap your internet APN > If you have Proxy/Port added, remove it and try again.
