Do you work for Sony cause you can't possible be this stupid? Yes for games it's important that they launch and work quick, but who cares about apps like messenger and about 1000+ others? Also no, on most apps of medium size you won't notice any difference if it's on sd or internal, they're definitely not more unstable. If large size maybe they'll launch a bit slower.
'How this reduces the life of the phone is beyond me' ...Wow, do you know how phones work? By storing everything internally you will slowly fill up the the phone, and THEN we can talk about working slow and unstable. And then you have to buy a new phone if you don't want to delete your apps. Which is probably the idea behind all this from the makers of phones, so they can sell a new phone to imbecils like you every 6 months. Why reply when you clearly don't even understand the essence of what people are talking about? Let people store on sd if they want
Enable developer settings when enabled select it then scroll too the bottom and look for "force allow apps on external"

I enabled it, but there is still no option to move apps to sd card.

In regards to why this feature is no longer available, please see the information below.
Google stopped providing the possibility to move apps to an SD card to secure the security and the privacy in Android 6. This feature was removed from Android, but we continued to support it further for some time. However, we decided not to keep our solution to move apps to an SD card for users security and privacy.
