XZ1 and regulation for 5Ghz networks

Why XZ1 (and other the newest Sony's smartphones) artificially limited to use of officially channels allowed to use in Russia?  ZX1 can't see the channels 132-161 (frequencies 5650-5850 MHz). It are allowed to use  without restrictions for more than a year (previously there were restrictions). The modern network equipment (access points Motorolla, Cisco and etc) officially sold in Russia with official support - can use these channels, official smartphones from other manufacturers (for example Apple iPad, iPhone 6, 7...) - work on these channels without problems. Only Sony has limitations. It is the regulation special for Sony only? Or Apple, Motorolla, Cisco is fools, don't know how to read the current regulation, don't understand that it is impossible to enable these channels, or they do not care about restrictions? And Sony only knows about this.. The artificial restriction of the ability to fully use the permitted equipment is a violation of user rights.

I don't know if this also applies to XZ1, but on my old Xperia Z, the 5Ghz band is locked depending on your SIM card region.

Once a time, when I going abroad to Singapore, using Singapore mobile networks, all 5 Ghz DFS channel are shown on my Xperia Z & can connect to them. When I back, I tried that DFS channel on my Ubiquiti Unifi, it wont show up on my Xperia Z (my laptop can connect to it).
