turn off mobile broadcast notification ?

I can't close, notifications set automatically by the system. I did software repair with pc companion but it didn't improve. Help me please

You can not disable it but you can silence and minimize it.

Tap Emergency Alerts and Broadcast messages (your first screenshot)>tap Behavior>select Silence and minimize it.
