Touchscreen is off message

Hi, i keep getting this message and im not sure why, after my phone has been locked for a little it pops this message up. Tried going to settings>display but doesn't show anything to do with touch. Sensor is working, i used the test code to check phone functions *#*#7378423#*#*

I'm getting the same message after just replacing my screen. Passed the tests but now semi responsive. Swipe up moves the lock icon up but falls back and doesn't unlock. If I do get it to unlock it works for a few touches then unresponsive.
