Problems with thetering (XZ Premium)

I have some troubles with thetering

I can make it work, but doing something weird. 

I take out the sin card SM with the Phone on, then when its restarting the Phone, and the screen its in black I put inside an old (but working) sim card, then need wait for the next restart that appears on the screen, in a Windows to set the best settinga to my New sim card, when I tap OK, the Phone starts to reset and when the Phone its on power off, before starting, i put the SM sim card again inside. Then, when starts i have like a... 1 minute or less to turn on WiFi Hotspot or Thetering. After the minute pass, i cannot do anything in the screen because the Windows of restart its on the screen. So when i finish what i have to do with the thetering I selecto OK, then the Phone restarts but thetering doesnt work. Then i repeat if I want to make it work again.

When your phone is acting strange, there is a chance that an app is interfering.

Did you try if it happens in safe mode?

I did the hard reset 2 weeks ago, but nothing. Actually Im on the SafeMode but nothing changed. 

When I made the Hard Reset, I tryed to connect before start downloading apps, but the still the same
