No "Block"-option for some phonnumbers

In my xz premium, when long-press on a phone.number in the log, it does not show the option to block phone number in the pop-up menu. Most numbers show this option, but the most troublesome does not. Why? And how do I get the phone to show the block option?

(I have found the list of blocked phone numbers and entered a number there, but this is cumbersome)

If you short press to expand the card and then choose "Call details", can you find the option to block the number there?

I am still wondering why it not shows up like any other number, directly in the long-press pop-up menu. Is it a some kind of trickery done by the owners of the offending number? Shuold that be possible?
