I have recently updated to Android Oreo (8.0) and now my location is constantly being accessed. Even completely disabling location in settings, and switching off permissions for each app independently has not stopped this. What is using my location and how can I stop it??

If you are talking about Google Location settings then that is completely different than GPS Location settings on the phone itself. Remember that your location can be tracked by the cell tower(s) you are connected to when using 4G, LTE, etc., etc.
GPS location services rely on satellites to triangulate your position on the earth. Cell towers follow your position relevant to the towers themselves.
In order to stop Google location services you have to login to your google account to make the myriad adjustments there. To learn how to do this just "Google" location tracking in Google.
