Hi Everybody;
Just to say that with this last update (47.1.A.12.75) we can now get rid of the notification "Aplications Running in the Background".
Go to Notifications menu, select the Android System, scroll down to "Aplications Running in the Background" and simply unselect it.
Hope it helps.

A more detailed way for who couldn't get there:
Settings>Aplications and Notifications>Configure Notifications>Notifications>Tap 3 dots on top right corner>Show system>Android System>Scrool down to Aplications Running in the Background and unselect it

@Avril;
Can not say what you are doing wrong but if you have the same software version and the same phone it must be there.
By the way the option was already there in the previous versions (47.1.A.12.34 and previous) but it was greyed out and you could not turn it off, now you can.
