Auto changing of the contrast or brightness correlating to the sun position

I have an issue with auto changing of the contrast and/or brightness on some UI elements correlating to the sun position. First of all I will say that adaptive brightness is turned off, I don't use this feature. But when the sun lights directly to the display then I see changing of the contrast and/or brightness in the tool window with buttons to quick turning on/off of different features, and whitish stripe at bottom of the display appears too. Whereas if rotate the phone on 90 degree to the sun then all becomes fine with contrast and/or brightness.

I want to add that the whitish strip at the bottom of the screen is exactly the same as if the charger was connected.

The problem appeared approximately 3 weeks ago, possibly after the last software update, not sure. So my question is this is a software bug or this is problem with hardware? Should I go  to the service center for the repairing?

I have noticed the exact same thing when the sun is directly on the screen. Putting my finger over the front camera you can see it change back to normal. Software "problem" not hardware for me so I wouldn't send it in for repair. Sorry I don't have any more answers.

Thank you, you saved me a lot of time! But I caught it just a few week ago, I guess that this is a feature of the latest software update (but I don't like it).
