Z3C multi-touch problem

Hello!

I have problem with my Z3C. Multi-touch in up display area (about 1cm) doesn't work. I can tap buttons, but not gesture. Also i can't use notification bar in normal vertical position. But it work at horizontal position. 

I've installed MultiTousch Tester from Play. And this is result:

1. I've taped one finger at bottom are

2. I've taped one finger at top area

3. I've taped one finger about 1cm from top border. And it was display as 2 fingers tap.

What is it? It is software or hardware problem?
