When I force upgraded to 4.4.4 about a month ago I noticed that exchange emails were just sitting in the outbox. Sometimes if you go into the outbox and hit the send button it will send, but usually not.
I have the phone on stamina mode, and don't know whether it makes any difference whether on wifi or LTE. No changes at the server side, so must be something in the upgrade.
Any ideas?

I suggest that you remove your Exchange account and add it again. Go to Settings > Exchange ActiveSync > your@account > Menu button (three vertical dots) > Remove account. Add it again to see if you experience the same behaviour.
If there are no improvement, what kind of Exchange server are you using?
reinstalling the account doesn't make any difference.
