Xperia U charging problem

I have an Xperia U and have following charging problem.

If the phone is ON, it will not charge from USB PC or Main charger, phone showing a charging icon but in "power management settings" shows "NOT CHARGING".

but If the phone is OFF, and battery is fully drained it will charge...

Any ideas please?

If you have usb debugging on, turn that off, that should do the trick.

USB debugging is off but still the same thing happens....:(

no,  this is not a solution; I`ve tried another charger, USB cable, battery, factory reset, flashed new firmware... problem persist... at service center they told me thad USB connector have no problem, so is the chance that problem be in CPU?
