I have been experiencing this for months already. I am honestly not sure how and when this problem started but I am sure that when I bought this phone last March/April 2012, my data network was working. And then an update became available (not the ICS update), problems started to happen. Data network became limited to certain apps only. And then the ICS update happened. 98% if the time, the data network never worked. I only get notifications, for example from Facebook, but when I click on the notification, it always never gets to show me what the notification was about.
I asked my provider about this a couple of times so they can check if their services are running properly and they always confirmed that this service on my account is working well. And I doubt they will disable this or what since I've been using this service since forever! Unless there are any problems with their services, which I am not aware of...
Now, contacting Sony directly seems to be my next (if not my last) best option.
Help, anyone? I'd like to be able to use all features of my phone everywhere and anytime but this problem is preventing me to do so. I love my phone but so far, it's not loving me back. 
Would appreciate any assistance on this.

repair your phone with SUS and don't install any app, uninstall mcafee

This was the last thing I did - uninstall McAffee and Norton apps. Still the same. But will try updating my phone again. thanks and I'll keep you posted.
you still haven't tried a new SIM card nor contacted your network regarding 3G coverage in your area of if there's something wrong with their 3G as sometimes their towers stop working or are being repaired

that maybe the cause, but I doubt as they have the most number of towers in our country,

Hi there! Iam having the same problem wih my Sony Xperia S too since i made the latest Android 4.0 update. Smart informed me that my data connectivity is working fine. It's weird because i can upload photos to FB, Instagram using 3G/Gprs/smart internet but when i open the applications, nothig is showing. It just showed a blank FB screen. Iam also a postpaid plan user and its really a sad thing because i used to enjoy my internet plan way back when i was still in the old OS GB. Tried doing the factory settings reset, repair phone, clear cache, everything! I hope Sony does somethig about this. I think this is really a software bug or issues that needs fixing.
I have read somewhere in the forum, that the different applications might use different apn settings
like for example, the browser works but the other apps does not if you use smart internet
or then the browser doesn't work but the other apps does if you use smart gprs.
I suggest you clear data of the invoved apps, recheck apn settings, and try your sim to another smartphone if it works.. ( I guess you cannot try other networks sim on your phone right? it's simlocked, )

These are the troubleshooting that I did to address this with Sony Mobile Phils Rep:
- Did clear caches/uninstall updates of all installed applications (FB, foursquare, instagram, gmail etc.)
- Did Settings Reset
- Did Factory Data Reset
- Did reinstall of Software update via PC Companion
- Did repair phone
Since SMART signal/connectivity is good as per Smart technical support reports- the provider is now ruled out that is causing the problem.
I have had intermittent signals with the Smart GPRS/3G now. I have to go to Xperia S always and click the Download internet/MMS settings just to see that "H" with arrows icon on the upper corner of the phone.
If that is the case the some apps may not work and others does not - then why the hell did they release an ICS upgrade that is not working on all connectivity options? Gingerbread was good, I didn't have a problem accessing my phone apps with my Smart GPRS/Internet data traffic. How come the ICS or Android 4.0 which was supposed to be better than the old system has these glitches? I was quite disappointed on this update.
Is this discussion forum enough to report these system glitches or do we have to report these bugs to the other Sony Xperia S forums?
Please let me know when this problem has solved on your end. Whatever troubleshoot that is needed, I will do it just to get this over with. Or if there is no solution, how do I get back to Gingerbread?
I hope Sony sees this problem and respond to our inquiry.
Iam having the same problem with my Sony Xperia S too. I upgraded my phone to Android 4.0 and your problem with the Smart data connectivity is also the same as mine.
SMART already informed me that my signal/3G/internet does not have a problem. I already made 3 technical reports to them and the results were all no problem on my signal.
It must be the software that's causing this problem. I tried calling the Sony Mobile Philippines Technical Support through 479-9777 and a Rep guided me through some trouble shooting tips.
We did clear caches/uninstall updates of all installed applications (FB, foursquare, instagram etc.)
- did settings reset on phone
- did factory data reset on phone
- did reinstallation of software update via PC companion through computer
- did the repair phone option in PC companion
Nothing has changed.
I hope Sony does something about this.
sorry to hear those, I agree (partly) that ICS has been really a pain, ( partly because there are other users who have been sooo lucky to have it working with their devices.)
I am currently on gingerbread right now, ( but I did use ICS before on my other phone). But I'll let you know if I have new troubleshoot tips
there are 2 ways to downgrade, first you can go to a sony service center and they can downgrade it themselves.

yeah I hope Sony/android do something about this. 
It's quite a relief to hear someone experiencing the same thing. At least I'm not alone. 
But to answer uliwooly and nolramlb, I did do everything you mentioned above already -- several times just like farrahvo.
