Have you tried to contact the network?
I suggest you first try settings-apps-all-phone,force stop and clear data.Restart.
Also,check how it is in safe mode:

Welcome to the community! Since you're new please be sure that you have checked out our Discussion guidelines.
I still suggest contacting the network carrier regarding this, as they control this option, they can turn this on and off at will.
