To be honest, I think some questions like this require a lot of company strategic and logistical and cost analysis explanation, that I can see why a company can't answer them all...and repeat the same answers every month.
By the time that the Sola's ICS is ready, Sony will have improved and learned a lot from their current ICS release. So it would be much faster to speed up the final release of ICS for the Sola I think.
We'll have it soon I'm sure. My bigger concern is that we will get Jellybean *way* too late. This is the mistake that Sony made in 2010. In 2011 they were MUCH quicker with updates and got a lot of positive feedback. Now they repeat the 2010 mistake. 
It's not really that easy to publish a beta-version of a software I'm afraid. There are many, many parameters acting in such a case and there for it's a bit tricky.
When we launched the beta for ICS it was before any phone have had the update yet and now a bunch of phone's already have the ICS update and that is most likely one of the reasons. If you'd like to know how the ICS update looks like in the menu's you can check the link below.
