Video Call via 3G network

Ok. I know you've probably heard the same question over a hundred times, but i need to know.

Why there is no 3G Video calling in SONY XPERIA V?

I read a numbers of review saying that "YES, it is capable of video calling", but HOW?

I don't even know how to check the 3G settings on my phone.

Please someone, help me. Tell me.

My Husband and I bought this phone thinking it 3G video calling is available. But why?

Please help.

Or is there an app where we can have a video call without the need of WIFI??

Nowadays video calls are being made via internet connection. The phone must have a data account or the phone must be connected to a Wi-Fi network.

You can choose from several Video Call-apps in Google Play, for example:

Google Talk, Viber and Skype
