Can I update my xperia m via my Samsung Galaxy tab 3?

Unfortunately, you will not be able to perform a software by using a Tablet. You need to use a computer (PC or Mac).
If you use a PC, you can use PC Companion:

All updates is not available to do OTA (Over the Air). You have an application which is called Update Center in your phone, if you open this app it should say (if you have an available update) if you need a computer or not.
