Update Problem 4.3 Romania

I have one Sony Xperia V with the following details:

Phone software version:
1264-2336_9.1.A.1.140

File system version:
GLOBAL-LTE_9.1.A.1.140

Why i can't update to 4.3 ?

Sony PC Companion is telling:

Your phone / Tablet is up to date.

Please help.

I am from Romania, Orange network.

If you are branded on Orange,you need to contact them about the update.

No, only SIM is from Orange. Phone is not branded and never locked.

Have you tried both Pc companion and sony update service?
