Tipo battery/charger/usb issues, HELP!

My phone won't switch on, it won't charge and it is not recognised as connected to my laptop. When it is plugged in the red battery light flashes as if the battery is low but doesn't start charging. When I unplug it the light goes off as if it is completely off. Does anyone know how I can fix this?

If it has been left on charge for a couple of hours at least, please try running a repair:

To repair the phone software
1.     Install PC Companion on a Windows PC from Support
2.     In PC Companion, under Support Zone and click Start.
3.     Under Phone Software Update, click Start.
4.     Click repair phone.
5.     Follow the on-screen instructions.
