sony xperia sola Camera & shut-down problem

I use SONY XPERIA SOLA. It was Andrioad OS 2.3(may be). I update it on 4.0.4. The problem is the phone don't shut down. When ever i try to shut down,it automaticaly get restart. The other problem is when i tryed to capture a photo ,it take 2/3 second. How can I solved those problem?
