Begin by checking with your network operator that tethering is enabled and allowed for your subscription.
If yes, I suggest that you try to troubleshoot this by checking if you can share your Internet connection via Wi-Fi. Set your phone as an hotspot and check if any other devices can connect.
This is all in the thread "Warning ISC update broke hotspot and usb tether".
My only 'fix' was to send my phone back to Sony to have Gingerbread put back on.
