Also how can I update stock apps, like Timescape for facebook, without rooting?

for the first question users will have to post if they got the update and which country and carrier they have

you don't have root your phone to update the apps, open the play store > menu > my apps and check if there are any updates available.

So Sony does not really keep track of how it rolls out updates for its phones?

I have tried that one, timescape for facebook currently shows its last update as Feb 13th on google play, yet I can't update the app. I cant un-install it either.

Do you know how can I apply this update to my cellphone? (Tipo Dual)

To check what software is the latest for your region/operator i suggest that you contact your local Sony Xperia support, http://www.sonymobile.com/global-en/support/contact-us/. Both PC Companion and Update Center in the phone will however tell you if you have the latest version or not.

When we release updates to phone apps like Timescape they can be rolled out both through Play store or Update Center (also depends on region and operator).
