The only way to arrange apps is 1 of 2 ways by pressing the 3 Dots bottom right then down the right hand side on the screen you will have the 2 options
1 Order alphabetically via the A/Z option
2 The star option orders your icons in order of most used or opened for example if you always open the settings app then that will be the 1st icon on the 1st page then if your 2nd most used or opened app is the gmail then that will become the 2nd app icon and so on
