I wouldn't say that it's not normal. But this shows that your homescreen is lagging. Do you have alot of widgets on all your homescreens? If yes, reduce the amount. Or at least configure the widgets to not update or refresh too often. This usually so for widgets that access the internet for data like news, emails, social network, etc.
I could just ask you to just restart, but that is not really a solution.
