Reading Text Messages Aloud

I have been experimenting with the events function of the phone. I have activated an event that when my phone connects with my car via bluetooth (Uconnect on the Dodge Journey) that the phone shuts off the wifi, announces the time, and turns on the reading of text messages aloud. The wifi disables properly, and the phone announces the time, however when I receive a text message, the phone doesn't read it aloud.

Any ideas on what I can try to get this to work?

Okay, so I tried turning that feature on, and that was annoying. The thing wouldn't shut up. I only wanted it to read the text messages.

Where is the smarttags? In Accessibility and then talkback? I can't seem to find it.

on the homescreen > add widget > scroll to the bottom you will see the smarttag widget
