Phone wont start - red LED flashes

I have just bought a brand new Sony Xperia tipo (dual SIM). I installed the battery and charged it for several hours.  Then I installed the SIM and held to on/off button down as instructed in the manual.  The red flashes 3 times, and nothing else happens. I tried looking in the online manual for further help but can find no refernce to the notification LED and what it means.

also try this

connect it to a wall charger > press and hold the power button and volume up for 8 seconds > let the phone charge for 1hr

Thanks for the quick response. It was originally charged through the wall charger supplied (not through the computer).   When the charger was connected the green led light showed. I'm now trying to charge it theought th computer.  The green led light shows when it's connected to the charger
